TITLE: Competitive Employee Salaries And Benefits

POLICY

Salary, compensation, and benefit levels for Fifth Judicial District Department of Correctional Services employees are similar to and comparable with other components of the criminal justice system and comparable occupational groups.

PROCEDURES

Fifth Judicial District Department of Correctional Services salaries and benefits will be as competitive as allowable with other comparable occupational groups in the community and other components of the criminal justice system, keeping in mind that for the purposes of collective bargaining, all District employees are considered state employees and are subject to the salary ranges set through the state salary and compensation bargaining (Department of Administrative Services and the State of Iowa Department of Corrections) and as contractually agreed upon with the American Federation of State, County and Municipal Employees, Council 61, AFL-CIO for contract covered employees.

The Collective Bargaining Agreement Between State of Iowa and American Federation of State, County, and Municipal Employees, Council 61 AFL-CIO, explains the wages and fringe benefits available to contract covered employees of the District and explains the transfer rights and procedures for all contract covered employees.

The Administration section of the Policy Manual explains the following benefits available to all employees: Deferred Compensation, Flexible Spending Accounts, Pre-tax Insurance Premium Conversion, Health and Dental Insurance, Life and Long-term Disability Insurance, Worker's Compensation, Employee and Beneficiary Continuation Coverage (COBRA), Iowa Public Employee's Retirement System (IPERS), Credit Union, and Savings Bond Deductions which are all comparable to the benefits offered by other components of the criminal justice system and comparable occupational groups.
