TITLE: Health And Dental Insurance

POLICY

All employees who work twenty (20) or more hours per week are eligible to participate in the State of Iowa health and dental insurance programs. The Department shall pay the portion of the premium required by the current Collective Bargaining Agreement.

Information

Full-time Employees (those who work 30 or more hours per week): The Department pays the amount of the premium established in the current Collective Bargaining Agreement. Part-time Employees (those who work 20-29 hours per week): The Department pays a pro-rated portion of the amount of the premium paid for full-time employees. Part-time Employees (those who work less than 20 hours per week) are not eligible for health or dental insurance coverage.

PROCEDURES

  1. In order to enroll for coverage, the eligible new employee must complete the appropriate forms and forward them to the Personnel Technician within fourteen (14) days of hire date. Coverage will begin on the first day of the month following thirty (30) days of the employee’s date of hire. Employee portion of health and dental premiums are deducted one month in advance from employee paychecks.
  2. An employee may make a change in health insurance coverage during the annual open enrollment period (approximately October 20th – November 20th, with changes effective January 1st), or upon the occurrence of a qualifying event. At this writing there is no annual enrollment period for dental insurance and individuals cannot join the plan through underwriting. Employees may only enroll for dental coverage within 30 days of their hire date. Changes from single to family dental coverage or the addition of new dependents can only be made within 30 days of a qualified event.
  3. Employees who work 20-29 hours per week and who choose not to have health coverage while working part-time, and employees who work less than 20 hours per week, are eligible for coverage if they change to full-time or part-time qualifying status and apply for health and/or dental coverage within 30 days of beginning full-time or part-time qualifying status employment.
