TITLE: Media Access With Offenders

POLICY

Access to the offenders supervised by the Fifth Judicial District Department of Correctional Services by the media is consistent with the offenders' rights to confidentiality and privacy and the maintenance of security and order within District programs. The policy on Confidentiality of Records, as well as section 904.602 of the Code of Iowa, will be followed in regard to access to offenders by the media. Any request by the media to talk with, interview, or photograph through either still or motion pictures, any of the offenders supervised by the Fifth Judicial District Department of Correctional Services must be made to either the Field or Residential Assistant District Director or the District Director, and must be preceded or accompanied by a written media request/notification form.

Any request or consent by the media to interview an offender, except under emergency circumstances, must be preceded or accompanied by a media request/notification form presented to either the Field or Residential Assistant District Director or to the District Director prior to the interview. The offender will sign a Release of Information form allowing media access to interview him. Except under emergency circumstances, both of these documents must be signed and presented to the Field or Residential Assistant District Director or the District Director prior to the interview.

PROCEDURES

A written media request/notification form must either precede or accompany the media's verbal request to talk with, interview, or photograph through still or motion pictures, any of the residents supervised by the Fifth Judicial District Department of Correctional Services.
