TITLE: Selection Retention And Promotion

POLICY

Personnel are selected, retained, and promoted on the basis of merit and specified qualifications.

PROCEDURES

District policies as well as the Collective Bargaining Agreement Between State of Iowa and American Federation of State, County, and Municipal Employees, Council 61 AFL-CIO detail the policies and procedures utilized by the District for selection, retention and promotion of personnel. New employees do receive credit for prior training as expressed in the Determination of Entry Salary Policy: "The entry salary for a new employee shall be the minimum of the salary range for the position. However, the Department may take into account an applicant’s previous experience, level of education and recent salary history and may, if the Director decides it is appropriate, establish an entry salary level higher than the minimum of the salary range for the position".
